Seedling Basket

I saved the moss basket from last year from a $70 flower basket. This year we won't be spending that and I thought I might do it myself. Can you give me some help?
When to start? (Inside - it may freeze up until May here)
Soil? Fertilizer?
What flowers to buy for southern exposure? (It can get hot midday.)
I assume there will be seedlings or the like? Or do you start it from seeds only?
Love the saturated hues and a filler of green.
