Oval Waste

I'm having trouble deciding whether I should cut my hair or not. I have wavy, chestnut brown hair which is about 12 or 13 inches past my shoulders. I also have a side fringe. My face is round and I would like for my hair to make my face look more oval.
If I were to cut my hair, I want my hair to be like this...

But with the side fringe.
I want to cut it because sometimes long hair can be really annoying, but I also don't want to cut it because I feel like it's a waste since I've already grown it out so long.
Should I cut it or not? And if my hair was that short, would it make my face look more round?

I do hair as a side job. I can honestly say there are two ways to go about this. If your hair is really long and healthy you could cut it and donate to kids with cancer. However.... Short hair makes round faces.... Rounders. My suggestions would be cut a couple inches then get some face framers and A LOT of layers. That's ALWAYS a hot look plus it alongates your face. Good luck:)
